While {{ColumnVector}} has two implementations {{OnHeapColumnVector}} and
{{OffHeapColumnVector}}, only {{OnHeapColumnVector}} is used.
This JIRA enables to use {{OffHeapColumnVector}} when
{{spark.memory.offHeap.enabled}} is set to {{true}}.
