Resolution: Not A Problem
I'm going to close this because I don't see this as an issue, and I haven't
seen many people being confused by this. The wording seems clear to me that the
cluster manager will override the value of `spark.local.dir`, so it only really
applies to processes not controlled by the cluster manager.
