The dockerfiles themselves have been checked in already, so, this item is
complete. The official publishing of images is separate and I'll file a
separate sub-issue for that.
On alpine and libc, we've had lots of testing on the image as is, so, we'll
release 2.3 with that - but we can discuss moving to a different image in the
2.4 timeframe.
