After we merge this commit
https://github.com/apache/spark/commit/ff48b1b338241039a7189e7a3c04333b1256fdb3,
we also need to update the function description of Vectorized UDFs. Users are
able to create non-deterministic Vectorized UDFs.
Also, add the related test cases.
