Summary: The MemoryOverhead value is not correct

The value of amMemory and executorMemory is changed in parseArgs method. But
the amMemoryOverhead and executorMemoryOverhead are setted before i. So the
MemoryOverhead will not changed if amMemory changed, also “math.max” has no
meaning.
