Summary: Enable javadoc/scaladoc for public classes in catalyst
project

We previously did not generate any docs for the entire catalyst project. Since
now we are defining public APIs in that (under org.apache.spark.sql outside of
org.apache.spark.sql.catalyst, such as Row, types._), we should start
generating javadoc/scaladoc for those.
