[~podongfeng] Sorry, somehow I thought this is a follow up Jira to the
previous one and I only need to add _ to the existing XXXParams classes. I will
have a follow up Jira to add _LinearSVCParams, _LinearRegressionParams and a
few others.
Before I work on the last parity jira, I will double check all the ml packages
to make sure scala and python are in sync.
