Description: scalafmt needs to be updated to a version that supports 2.13.
A version exists for 2.13, but has an issue that makes it not work with how
Spark uses it. Initially, we can move scalafmt to Scala 2.12 profile. (was:
scalafmt needs to be updated to a version that supports 2.13, but none exists
just yet. We might even review whether it's needed?)
