No it doesn't need to be synchronized, its only called from within a
synchronized method allocateResources(). The other case where it does
synchronize in processCompletedContainers should be removed, I missed that
wasn't removed in the final change. [~sandyr] would you mind filing jira to
remove that one too? Sorry I missed that.
