Hyukjin Kwon resolved SPARK-31016.

Resolution: Won't Fix
You can always add jars manually by many APIs such as {{sparkContext.addJar}}
or {{ADD JAR}}, or shade the jars with your application jar too. I don't think
we will add such behaviour.
