[~hyukjin.kwon] Do you think we should have both user and dev docs here? I
reckon the former one is must have
(https://spark.apache.org/contributing.html), for the users this change should
be mostly transparent (though more modular editors, like Atom or VS Code
require some setup. Additionally, we point out common caveats, but of course
nothing verbose).
