Description: HiveExternalCatalog.dropPartitions and as a consequence of
that V1 Hive catalog throws AnalysisException. The behavior deviates from V1/V2
in-memory catalogs that throw NoSuchPartitionsException. (was:
HiveExternalCatalog.createPartitions throws AlreadyExistsException wrapped by
AnalysisException. The behavior deviates from V1/V2 in-memory catalogs that
throw PartitionsAlreadyExistException.)
