`Not(In)` is a little magic, the semantic of it could be seen like `and(a != b,
a != c)`
As we already simplify the `NullIntolerant` expression to null if it's children
have null at `NullPropagation`. e.g. `a != null` => null. It's safe to do the
same simplify to `Not(In)`/ `Not(InSet)`
