[~dongjoon] This Jira tests/demos the current PME capabilities, without
modifying neither Spark or Parquet, and could be shipped with Spark 3.2.0.
Also, it uses a single-tier encryption management. Therefore, I think it should
not be a part of the Two-tier encryption umbrella, because the latter uses a
different technical approach, requires substantial changes in Spark and
Parquet, and will not be ready for the 3.2.0 release.
