I'd like to remove the "Community" section from docs/index.md and replace it
with a link to the community.html page on the Apache site, since they're
duplicative. Then I'd like to add SO to the "External Resources" section in
docs/index.md.
Finally, if I can, I'd like to update the community.html page with a note below
mailing lists about the SO tag. That has to be done directly on Apache SVN.
I'll make a PR for the first two to precipitate a consensus on whether SO
should be called out specially.
