Sean Owen resolved SPARK-3023.

Resolution: Cannot Reproduce
... or perhaps fixed along the way. I tried spark-shell in yarn-client mode,
and saw the containers allocated, and then killed it with ctrl-C and the
containers went away immediately. ctrl-D works too of course. If there's
something here, it must be specific to some more particular scenario.
