The CI is failing at branch-3.2 due to "ImportError: cannot import name
'soft_unicode' from 'markupsafe'
(/usr/local/lib/python3.9/dist-packages/markupsafe/__init__.py)".
We should downgrade the Python package "markupsafe" to 2.0.1 for fixing the CI.
