Summary: Run MIMA tests before the Spark test suite

Right now the MIMA tests are the last thing to run, yet run very quickly and,
if they fail, didn't need the entire Spark test suite to have completed first.
I propose we move the MIMA tests to run before the full Spark suite so that
builds that fail the MIMA checks will return much faster.
