Removing `javax.ws.rs-api` from root POM, as we used to have a few classes, ex:
SecurityFilter.scala...etc rely on it, but overtime those classes either being
removed / refactored.
Hence we no longer could justify the import of `javax.ws.rs-api` package, and
we should remove it.
