Description:
Problems:
* ADD JAR is now isolated because it's an SQL command.
* We now disable isolation, especially for Hive, so ADD JAR in Hive is not
isolated.
* Meanwhile in non-Hive env ADD JAR is still isolated.
We need to decide how to handle and close this discrepancy.
