Description:
As we have seen in other code (eg: `iceberg`) repositories, GitHub can
{color:#ff0000}color{color} the PR label as follows:
[https://github.com/apache/iceberg/pulls]

Do we have to add this feature to Spark's repository?
The advantage is that it makes it easier for code reviewers to find the tags
they need to pay attention to, which are eye-catching.
We can update the color of the label through the following url:
