Partially revert PR [https://github.com/apache/spark/pull/48962] as the
decision was not to proceed with session level collations for now, and to
proceed with applying object level collations.
There were some issues on Delta side, which prevented the possibility of
merging the original change, so the decision was made to partially revert it
and to use object level collations instead, inline with customer feedback.
