Support Deployment API to allocate pods on Kubernetes. Similar to StatefulSet
implementation which was added in
https://issues.apache.org/jira/browse/SPARK-36058, but with Deployment API.
This is because we can use dynamic allocation without PDB with Deployment API
using pod-deletion-cost.
