Hi [~dongjoon] I was thinking we can group the 4.1 MERGE INTO SCHEMA EVOLUTION
JIRA's into this sub-JIRA's, so its cleaner for the release notes.

* SPARK-54289 (TODO)
These are currently subtasks of the overall 4.1 JIRA: SPARK-51166
I dont think I have permission to do it myself, do you think it's worth to do
