We must fix reaching of DSv2 tables in CacheManager. Today, the normalized key
would always capture the original Table instance that may never refresh itself.
That said, the cache value will refresh the table while creating QE. This may
corrupt the state in CacheManager as the key will point to a cache entry for a
wrong state.
