Our flake8 version is super old and can't even run on 3.12+. ruff is the more
modern alternative for flake8 and it can do black job in the future.
The great thing about ruff (besides the fact that it's really well-maintained)
is it's blazing fast. It checks the repo almost immediately. Which means we
can, in the future, hook this to pre-push check.
