Description:
The `tools` module uses `org.clapper:classutil` for classpath scanning in
`GenerateMIMAIgnore`. This library:
1. The classutil has no Scala 3 artifacts
2. It's unmaintained; the last meaningful update was in 2019
We could replace classutil with
[ClassGraph]([https://github.com/classgraph/classgraph]), a well-maintained,
pure-Java library.
