Follow-up of SPARK-55710. MavenUtils.scala still defaults to repo1.maven.org
for resolving Maven dependencies at runtime (e.g., for --packages). Change it
to use the Google Maven Central mirror
(maven-central.storage-download.googleapis.com) for consistency with the SBT
build configuration. The DEFAULT_ARTIFACT_REPOSITORY environment variable can
still be used to override this.
