In SPARK-54665 a user identified that ANSII mode can change the behavior of
pandas API for Spark on `eq` (and I verified that `ne` also had the same
behavior). There are likely other cases where ANSII mode changes pandas API for
Spark behaviors, so it's worth investigating.
