When a PR only modifies static UI resources (JS, CSS, HTML files under
resources/*/static/), skip PySpark, SparkR, TPC-DS, and Docker integration
tests in CI. These tests are unaffected by UI static resource changes. This
saves ~20 CI jobs for UI-only PRs under the SPARK-55760 modernization umbrella.
