Add a single search input at the top of the Environment page that filters
across ALL sections simultaneously (Spark Properties, Hadoop Properties, System
Properties, etc.). Currently filtering is per-column and hidden behind a header
click, which is non-discoverable. A global search bar is the most common use
case — users want to find a specific config quickly.
