Description:
Current CI steps on github apache/spark-connect-rust are outdated, or used
redundant commands.
This needs to be fixed up as a house cleaning activity

The rust client is missing a few Spark literal types that should be
implemented. The current client does not support the use of the following
literal types.
* Null
* Byte
* Decimal
* CalendarInterval
* YearInterval
* DayTimeInterval
