Be widely known: Implemented by well known open source H2O and perhaps the only 
one provided by any Big Data ML Platform
Be used and accepted: Is used in medical, advertisement, marketing and web 
domain
Be highly salable: Please refer to 
http://docs.0xdata.com/datascience/coxph.html as they use it over Hadoop
Be well documented: Please refer to 
http://docs.0xdata.com/datascience/coxph.html
Have APIs consistent with other algorithms in MLLib that accomplish the same 
thing: Not sure
Come with a reasonable expectation of developer support.

Please let me know if above information are sufficient and looks reasonable 
otherwise I will close it.
