SPIP: Accelerating Apache Spark Release Cadence

Schedule:
- Annual major release and quarterly minor releases (every 3 months, cut, e.g.,
from branch-4.x)
- master: dependency upgrade, new features, improvement, bugs, etc.
- minor: new features and bug fixes
- maintenance: bug fixes
Since Apache Spark 4.3.0 is scheduled after Apache Spark 4.2.0, 4.3.0 RC1 will
start after 3 months from the release day of Apache Spark 4.2.0.

- Quarterly minor releases (every 3 months, cut, e.g., from branch-4.x)
- Merge dependency changes into only master branch
- New features and bug fixes go to branch-4.x
- Bug fixes will go other branches as usual
Since Apache Spark 4.3.0 is scheduled after Apache Spark 4.2.0, 4.3.0 RC1 will
start after 3 months from the release day of Apache Spark 4.2.0. Given that,
4.2.1 and 4.3.0 will arrive at the similar time.
