Introduce a `StreamingFlowExecution` implementation for SCD1 streaming flows.
The `FlowPlanner` is responsible for converting a resolved SCD1 streaming
logical flow into the SCD1 streaming execution flow.
The execution flow implements the `foreachBatch` streaming query on the flow
input.
