Add the BinByExec physical operator and wire it into planning so BIN BY queries
execute end-to-end: JVM row assembly that splits each input row into one row
per overlapping bin, proportionally rescaling the DISTRIBUTE UNIFORM columns,
plus Generate-style column pruning and filter pushdown. Subtask of SPARK-57133.
