Assign a proper name to the legacy error class _LEGACY_ERROR_TEMP_0031, folding
it into INVALID_BUCKET_COUNT as the sub-condition NON_INTEGER_LITERAL alongside
the existing out-of-range case as OUT_OF_RANGE.
