There is currently no way to build the project against Scala 3: the
cross-version tooling (dev/change-scala-version.sh and the Maven profiles) only
targets 2.13. Before any module can be ported to Scala 3, we need a Scala 3
build target to compile against and to measure progress module by module, the
same way the scala-2.13 profile (SPARK-29296) was added well before 2.13 was
actually built.
