Description:
Extend Spark History Server on-demand event-log loading to single event logs.
The existing rolling event-log configuration remains dedicated to rolling event
logs. Add a single-event-log-specific configuration that supports completed,
compressed, and in-progress single event logs without requiring periodic
directory scanning.
