For the record, [~gurwls223] proposed to finish this SPIP by cutting
`branch-4.3` in two weeks after Apache Spark 4.2.0 release (2025-07-14). Apache
Spark 4.3.0 release manager also agreed that in the thread. So, we should make
it sure to finish this issue. Otherwise, we don't need to release Apache Spark
4.3.0 like this. To be clear, I agree that is a way to finish this and support
Apache Spark 4.3.0 release (as a part of this SPIP).
