Replace _LEGACY_ERROR_TEMP_2033 with a proper error condition name and give it
a SQLSTATE. It is raised by
QueryExecutionErrors.unableToCreateDatabaseAsFailedToCreateDirectoryError when
InMemoryCatalog.createDatabase cannot create the database directory.
