Description:
SQLMetrics had its own copy of baseForAvgMetric and five other constants that
already exist in MetricUtils. Two copies of the same constant can drift apart
if only one is changed later. SPARK-50977 moved these metric helpers to
MetricUtils but left baseForAvgMetric and SUM_METRIC behind as duplicates in
SQLMetrics; this finishes that move.
