Summary: Classify invalid Kafka batch offsets as structured
errors

Kafka batch queries currently throw plain IllegalArgumentException for the
following invalid offset
configurations:
- startingOffsets=latest
- endingOffsets=earliest
- Equivalent topic-level and partition-level offset specifications
These exceptions do not provide a structured Spark error condition or
SQLSTATE.
Replace them with the existing KafkaIllegalArgumentException and introduce
KAFKA_INVALID_BATCH_OFFSET with
SQLSTATE 22023 (invalid_parameter_value). Preserve the existing user-facing
messages.
