Add conditional (variant) registration to the eval type handler registry,
selected per lookup by a RunnerConf property, and migrate SQL_ARROW_TABLE_UDF
to two handlers keyed on
spark.sql.legacy.execution.pythonUDTF.pandas.conversion.enabled (legacy pandas
path and Arrow path). No behavior change.
