Migrate the pickle-based Python UDTF eval type SQL_TABLE_UDF to an
EvalTypeHandler (TableUDTFHandler) with the same
BatchedSerializer(CPickleSerializer(), 1) serializer and row-at-a-time
semantics, dispatch all UDF and UDTF eval types through get_eval_type_handler
in the worker, and remove read_udtf. No behavior or wire format change.
