Add DataFrame APIs for the BIN BY relation operator introduced in SPARK-57133.
Provide a staged Scala/Java builder and a PySpark binBy method, including Spark
Connect support. Support range columns, a constant day-time interval bin width,
distribution columns, optional alignment, and output-column names. Reuse the
existing analyzer validation and execution.
