Summary: Use master branch's `free_disk_space` script for release

The release workflow (.github/workflows/release.yml) runs ./dev/free_disk_space
from the checked-out release branch. Since the ubuntu-latest label started
migrating to Ubuntu 26.04
(https://github.com/actions/runner-images/issues/14748), the copies in
branch-4.1, branch-4.2 and branch-4.3, which do not have SPARK-58934, fail with
"E: Unable to locate package powershell" (exit code 100). This fails the whole
release job before the release starts, e.g.,

Like SPARK-55115 did for Dockerfile.base, the release workflow should always
use master's free_disk_space, which is maintained against the current runner
image.
