In-order DECLARE / DROP VARIABLE and CREATE / REPLACE / DROP TABLE or VIEW
update the same overlays for later statements in the batch (not inside BEGIN
... END yet)
Why DECLARE/DDL lives here: it is the same overlay machinery. Splitting it out
is optional if this PR is still too large.
