grpcio 1.84.1 updates the root certificates that it bundles
([grpc/grpc#43699|https://github.com/grpc/grpc/pull/43699]). The Python client
of Spark Connect creates its TLS channels with
{{grpc.ssl_channel_credentials()}}, without root certificates, so it trusts the
root certificates bundled in grpcio.
This raises the minimum versions of grpcio and grpcio-status to 1.84.1, so that
installing or upgrading PySpark with Spark Connect also upgrades grpcio.
