{{dev/create_spark_jira.py}} sets Affects Version/s to the newest unreleased
core Spark x.y.z version. {{detect_affected_version}} only matches version
names that start with a number, so it never picks a connect-rust-x.y.z version.
The script also leaves Fix Version/s empty and does not link the release
umbrella.
AGENTS.md asks for both versions on the connect-rust-x.y.z line, and for an "is
part of" link to the release umbrella Epic ("spark-connect-rust
connect-rust-x.y.z release"). {{dev/merge_connect_rust_pr.py}} already uses the
connect-rust-x.y.z line for the fix version.
Proposed:
* Default both versions to the newest unreleased connect-rust-x.y.z version,
compared numerically, and accept {{--version}} to target another one.
* Link the new issue to that version's release umbrella Epic when exactly one
exists.
